No it can not because it is protected, so you are capable of creating one.
The lock on the bottom of your browser indicated that the connection was secure, so all information that you sent Capital One was encrypted. Just make sure that you have a good virus scanner that detects keystroke logging malware and other viruses, and you should be okay.
You cannot have a negative FICO credit score. The minimum is 350, and since you have no credit, I would first pull a credit report at annualcreditreport.com to give yourself a starting base. From here, I would research a little bit about new or slow credit, and how to build it. There are great (free) resources out there, and provide invaluable instructions beforehand.
Getting denied for a card is not a plus, just make sure that the next one is a card you are likely to get approved for.
