You can apply, but the chances of you being able to get approved are very slim.

Not exactly. If you are under 21, you must show proof of sufficient income to qualify for a credit card or have a parent co-sign.
This new law is to protect you from taking on all sorts of credit cards, maxing them out, defaulting, and ruining your credit before you even get out of college and get a job.

If you are under 21, it is now much more difficult to get a credit card, this does not mean you can not apply. Since yesterday, you must now show proof of income, or have a parent co-sign.
