Theoretically, the minor could just not pay the bill, and the CC company couldn't do anything about it because there was no legal contract. however, if the minor mailed the application back, they could be liable for mail fraud, which is a felony. If it was done over the internet, it could be wire fraud. Considering a credit card company can’t contract with a minor, i would think the error would be on them (the credit card company).
